OGG is an open container that most often carries Vorbis audio, and occasionally Opus. It is common in games, open-source software and free sound collections, but support elsewhere is patchy. Video editors, audio middleware, hardware samplers and some Windows programs regularly reject it. WAV is the safe common denominator.
The converter decodes your OGG and saves a 16-bit PCM WAV, keeping the file's sample rate and channel count. It works the same whether the .ogg file holds Vorbis or Opus, and there are no settings to pick.
Vorbis and Opus are lossy. Once audio has been encoded that way, the missing detail can't be recovered, so the WAV sounds exactly like the OGG does when you play it. The benefit is compatibility and easy editing, not fidelity.
Size increases a lot. A Vorbis file around 160 kbps uses about 1.2 MB per stereo minute, while the WAV at 44.1 kHz takes about 10.1 MB, an increase of roughly eight to nine times. Lower-bitrate game audio grows even more.

Game audio pipelines. Audio middleware and sound-design tools are built around WAV source files, so OGG assets from a prototype or a mod often need converting before they go in.
Video projects. Sound effects and music from free libraries can be placed on a video timeline once they're WAV.
Samplers and loopers. Hardware that reads WAV from an SD card can use a converted OGG sound right away.
Transcribing voice notes. Speech-to-text tools that don't accept Ogg Opus voice messages usually accept WAV.
Editing before re-exporting. If you plan to trim, fade or mix a track and then save it as OGG again, doing the edit on a WAV means you compress only once at the end. Editing and re-saving in a lossy format each time stacks up another round of loss.
Burning to CD. Disc burning software typically wants WAV. Remember that audio CDs are 44.1 kHz, so a 48 kHz OGG will still need resampling by the burning program.
LOOPSTART and LOOPLENGTH comments inside the OGG. It makes the file uncompressed, but not lossless in the sense of restoring quality. Vorbis and Opus are lossy codecs, so detail removed when the OGG was created is gone. The WAV sounds identical to the OGG on playback. The benefit is that almost every editor, sampler and audio tool can open it.
Yes. Voice messages from some apps use Ogg with the Opus codec rather than Vorbis, and the converter decodes both. Keep in mind that Opus always decodes at 48 kHz, so the WAV will be 48 kHz. Voice messages are usually short, so they fit well within the 50 MB upload limit.
